3. Technical justification report — step-by-step process

Step 1 — Gap Analysis

Compare each QCVN 06 clause against NFPA 5000: identify provisions where QCVN already applies (use QCVN), provisions where QCVN is absent or insufficient (apply NFPA 5000), and provisions where the two conflict (requiring detailed technical analysis).

Step 2 — Design Scenarios

Define representative fire scenarios for the building: a fire on a typical floor, a fire in a plant room, a fire in a retail tenancy (if applicable), and a fire in the basement. Each scenario requires FDS fire simulation and Pathfinder egress modelling to demonstrate ASET > RSET.

Step 3 — Bilingual Technical Justification Report

The report must present: the legal basis, the methodology, simulation results, a comparison against QCVN requirements, and a conclusion on equivalent or superior safety performance. Bilingual format (VI/EN) is required when international consultants are involved.

Step 4 — Dossier ready for authority review

Is fire simulation (FDS) mandatory for all buildings over 150 m in Vietnam?

FDS simulation is not explicitly mandated by QCVN 06. However, when a technical justification report is required — as is typically the case for super high-rise buildings that fall outside QCVN 06's scope — fire and smoke simulation (FDS/PyroSim) and egress modelling (Pathfinder) are the established engineering tools used to demonstrate ASET > RSET and support the technical arguments in the dossier.

Can NFPA 5000 fully replace QCVN 06 for a Vietnamese project?

No. NFPA 5000 is applied as a supplementary reference for areas where QCVN 06 does not provide sufficient guidance — for example, refuge floors and evacuation lift design for super high-rise buildings. Provisions that QCVN 06 covers adequately are still applied as the primary reference. The technical justification report must clearly document which standard governs each design element.
